Abstract
Today, the most important goals of the Health Institutions are to use all the resources they have in an effective and efficient way to achieve their strategic goals. This target is particularly prominent in the financial management of large organizations and remains a hard to reach target. In addition to this objective, it is accepted by everyone that financial discipline is among the objectives and qualifications of ideal financial management, providing financial services, providing financial transparency, ensuring financial transparency, developing accountability in policy production and management. These strategic objectives need to be supported by health information systems in order to perform efficiently. Republic of Turkey Ministry of Health has used the Investment Tracking System current situation in consists of Corporate Investment Tracking System, Mobile Access and Investment Tracking System and Investment Tracking System Website Integration Components section. The personnel of the institution and other authorized public institution and institution personnel can log in these three parts by using a single user name and password and provide the necessary update and access. In this way, it is able to follow and evaluate its strategic financial targets. In this study, if the provincial units of the Authority use the existing software running on the web, the project to be displayed in the framework of their authority within the framework of their authorization and update request, the project will be started by network drawing, network calculations and time scheduling with the Critical Path Method. It is shown that it is possible to make a cost analysis. In addition, with the completion time of the project and the desired time of completion of the model with Linear Programming and LINDO solution was made.

Abstract
Günümüzde Sağlık Kurumlarının, sahip oldukları bütün kaynakları stratejik hedeflerine ulaşmak için etkin ve etkili kullanmak en öncelikli hedeflerinden biridir. Bu hedef özellikle büyük organizasyonların mali yönetiminde öne çıkmakta ve ulaşılması güç bir hedef olarak kalmaktadır. Bu hedefe ek olarak mali disiplinin sağlanması, sunulan hizmetlerin en düşük maliyetle sunulması, mali saydamlığın sağlanması, politikaların üretimi ve yönetiminde hesap verme sorumluluğunun geliştirilmesi ideal mali yönetimin hedefleri ve nitelikleri arasında olduğu herkes tarafından kabul edilmektedir. Bu stratejik hedeflerin verimli bir şekilde yerine getirilmesi için sağlık bilişim sistemleri ile desteklenmesi gerekmektedir. T.C. Sağlık Bakanlığının mevcut durumda kullanmış olduğu Yatırım Takip Sistemi; “Kurumsal Yatırım Takip Sistemi”, “Yatırım Takip Sistemi Mobil Erişim” ve “Yatırım Takip Sistemi Web Sitesi Entegrasyon Bileşenleri” kısımlarından oluşmaktadır. Kurum personeli ve yetki verilmiş diğer kamu kurum ve kuruluş personelleri tek kullanıcı adı ve şifre kullanarak bu üç kısımda oturum açarak gerekli güncelleme ve erişimi sağlamaktadırlar. Bu sayede, stratejik mali hedeflerini takip ve değerlendirmesini yapabilmektedir. Bu çalışmada, Kurumun taşra birimleri web üzerinden çalışan mevcut yazılımı kullanarak yetkili oldukları formlar üzerinde kendi yetki çerçeveleri dâhilinde görüntüleme ve güncelleme talebi olması durumunda ortaya çıkacak projenin, Kritik Yol Metodu ile şebeke çizimi, şebeke hesapları ve zaman çizelgelemesi ile projenin kısaltılması (hızlandırılması) ve zaman-maliyet analizi yapılmasının mümkün olabileceği gösterilmiştir. Ayrıca projenin tamamlanma zamanı ile istenilen “t” tamamlanma zamanı için Doğrusal Programlama ile modellenip ve LINDO ile çözümü yapılmıştır.
